Deuteronomy 28:42-44

⁴² Locusts shall consume your trees and the produce of your land. ⁴³ The foreigner who is living with you shall rise higher and higher, but you shall sink lower and lower. ⁴⁴ He shall lend to you, but you shall not lend to him. He shall be the head, and you shall be the tail.
